A notification when a new hardware is plugged in

A notification will be very helpfull for users (beginners) when a new hardware is plugged as usb device, pci-cards, pcmcia ... . The notification could show the results of "lusb" with the name and the device id same thing for "lspci"

As in win 32 may that notification could help to find answer to install the hardware (i know that is very hard but a link to wiki or forum could be very helpfull).

That specs is really important to me and also to all ubuntu users that i know.
