[Feature Request] OEM config language selection should have hover text

Bug Description

Binary package hint: oem-config

When you hover (with mouse) over the language string, say English, an appropriate consistent message like "Click here to make your system language default to English" should appear. This message will need to be translated to all of the listed languages on that screen as the user could hover over any language string of his choice.

To make sure things are clear. The idea here is that the text that whould hover over would be in the native language that you are hovering over. Basically translating "Click Here to make your system language default to <LANGUAGE>".

This is not a feature request: hover text for language names is not a feature. Instead, this seems to be a bug report that is missing a description of the actual problem.

What is the problem you are trying to solve? It is likely there is a solution to the problem that is more visible than hover text.

In Canonical user testing of oem-config, we have noticed that people click the language they want, and then are confused when nothing happens. Is that the same problem you're seeing, or is it something else?

While this has been discussed at UDS, I have been quite clear in my unwillingness to address the problem using tool-tips. I firmly believe this would be poor UI.
