Guest Agent RPC Ping Pong Mgmt API

adds a barebones ping/pong mechanism to test rpc connectivity to the guest via a new mgmt-api.
why? the only other facility available today is mgmt-show, which indirectly talks to the guest to get filesystem information. however, mgmt-show may fail for reasons beyond rpc connectivity, including disk issues. this introduces a lightweight, simple and easy way to assert rpc connectivity.
