Being able to ignore certain git versions(tags) in git history

Not sure if it's the right place to put this BP in but anyway here's what I'd like to have.

We need a property in setup.cfg called something like "ignore-versions" so that we could specify a list of git versions that PBR should ignore while building a project. It would be very useful when we pushed a wrong git tag which can't actually delete.

example:

ignore-versions = 2015.1b1, 1.0.0.0b1
