In newton we added the ability to create the cell0 database and get it setup with a cell mapping, the cellsv2 CI jobs use that, and the compute API in newton will return instances from it, we just didn't get to populating cell0 on scheduler failures in newton. That's being worked in ocata, but as part of the cells-scheduler
