Allow VIF type to be set per host_id in BigSwitch/FloodLight plugin
There are some networks that are a hybrid mix of VIF types (e.g. OVS and IVS). When using the generic VIF driver on nova compute nodes, there is no way to specify different VIF types for different compute nodes. This allows users to configure a list of VIF overrides for nova host ID's.
