Nova support to pass instance hostname to Quantum

This is a small change in Nova's Quantum API to pass the hostname where a VM instance is launched (host picked by the Nova scheduler), to Quantum, using the port binding extensions.

The change is made in the allocate_for_instance() API in nova/network/quantumv2/api.py. This would be useful for Quantum to provision the physical networking infrastructure connected to that host.
