Introduce a RESTful Resource to manage network segment configurations dynamically

The proposal is to create a new RESTful resource "network-segment" to enable the
managing of network-segment details supported by the plugin (vlan/vxlan).
For ex: network_vlan_ranges for vlan, vni_ranges for vxlan
Remove these configs support from neutron.conf and maintain these configs inside a new db table,
and allow to change these configs through REST APIs and CLIs support without need to restart neutron-server .
