Resource list filtered by Bay UUID

Get the resource list by filtering it based of bay_uuid. There are numerous instances where we would like to query a resource and filter it based on the bay that resources are associated to. This feature provides the functionality to do so.
Additionally along with this feature we also need to evaluate need for list_by_bay_uuid API exposed at the resource object layer and the corresponding get_*_by_bay_uuid at the DB layer.
