This depends on the use case - technical drawing for example largely depends on a normal oriented Cartesian coordinate system, using the 1. quadrant as drawing area.

The main part of your specification is a known issue and work-in-progress, see
Bug #170049 “Inverted ruler co-ordinate system”
and for a configurable GUI coord system
