Add more filters to current lists

This blueprint has been superseded. See the newer blueprint "Table Paging and Sorting with filtered client-side data" for updated plans.

As a follow-up to https://blueprints.launchpad.net/horizon/+spec/table-filtering there are still places where lists can be long and a filter can be useful.
For intance in Project > Compute > Access & Security > Floating IPs.
Also, why not having a filter on all pages?
