Allow tables to be filtered based on criteria

Currently some tables become unusable in a large scale environments. The goal of this blueprint is to allow a table to expose filters to the user in order to narrow down the rows displayed.
This bp includes creating framework for table filtering and making use of the framework in admin dashboard's instance panel.
