Provide cinder backend statistics in admin dashboard

Currently Admin dashboard in Horizon contains Hypervisors folder to provide detailed for each hypervisor (see https://blueprints.launchpad.net/horizon/+spec/hypervisor-info).
Sometimes it is useful to see details for cinder backend, especially in case of extensive usage of volume-backed instances.
Statistics can be obtained via cinder client (e. g. cinder get-pools --detail) and should be displayed in Horizon Admin UI.
