Capture additional volume metrics in ceilometer

Ceilometer currently has a very slim list of metrics it captures around volume. Currently we only have disk r/w bytes and rate. We should also capture more meters such as the ones amazon cloud watch captures http://docs.aws.amazon.com/AmazonCloudWatch/latest/DeveloperGuide/ebs-metricscollected.html

* VolumeTotalReadTime, VolumeTotalWriteTime, VolumeIdleTime, VolumeQueueLength, VolumeThroughputPercentage, VolumeConsumedReadWriteOps

This probably needs changes on cinder/nova side as well so appropriate data is sent across on the message bus.
