Track cinder capacity notifications
Cinder service emits storage capacity notifications to Ceilometer service. Ceilometer service can consume the notifications and generate various samples which can be utilized by other service from the new metrics. This will be useful for the block storage capacity planning for future.

hi. i'm currently removing the liberty target as it seems like it's stalled in Cinder. i think once you have it configured we may be able to easily add this to meter definitions. -- gordc (02.09.15)
