Bug Description

Binary package hint: cloud-init

The goal here is to get Canonical's official images to launch with RightScale hooks so that RightScale customers can use the official Canonical image. Currently the only option available for RightScale customers wanting to use the official Canonical image is to re-bundle the Canonical image.

RightScale formats the EC2 user-data in the following way:
"CLOUD_INIT_REMOTE_HOOK=http://rightscale.com/install_rightlink.sh&RS_INTERNAL_STUFF=other&ANOTHER_VARIABLE=etc"

The current proposal is to add an option to cloud-init to detect/parse
out this variable from the RightScale formatted user-data, download
the file it specifies, and execute it.

    (LP: #641504)
  * add support for reading Rightscale style user data (LP: #668400)
  * make the message on 'disable_root' more clear (LP: #672417)
  * do not require public key if private is given in ssh cloud-config
    (LP: #648905)
