"Steps" preference: Allow other units than px

Bug Description
In the "File/Inkscape Preferences.
1. "Arrow keys move by:"
2. "> and < scale by:"
3. "Inset/Outset by:"
are all fixed to "px" units. I'd like to be able to select real units here (such as cm or mm). Manual unit conversion is not a useful workaround due to its inexactness (e. g. "90/2.54" for cm => px) that will probably sum up with multiple movements.
Environment: Inkscape version 0.47 on Windows XP SP3
Note: This wish is already part of Bug #170293 (reported in 2004) which is set to "Invalid" without any notice why. Maybe because it also included some other non-related issues?

The options in the preferences refer to pixel-transform
The request is about absolute transformations (whatever the unit at whatever zoom).
