Provide basic TranslatableMessage templates

Bug Description

As part of POFile:+translate page rework, we should replace use of TranslationMessage views with TranslatableMessage view (zoomed in view). The work to achieve that includes:

* Using TranslatableMessages in POFile traversal by their sequence number (thus replacing TranslationMessage/potmsgset traversal) — this will provide URLs
* Porting existing translationmessage-translate features to the new view not missing out on any existing features

No new JavaScript should be introduced, though existing one for suggestions dismissal should stay in.
