POFile:+translate page rework

We want to improve existing POFile:+translate page, but doing anything other than simple changes on it is going to be a disaster with current code. We need to do code cleanups and provide new views to get to a state where we can actually implement new +translate page, and then we need to implement it.

This blueprint tracks all the work that needs doing through linked bugs which are small identifiable units of work.
