Bug Description

Given that:

- Bug #1769053 has been addressed in libvirt since Lunar;

- OpenStack 2023.2 (Bobcat) implemented support to use libvirt's "maxphysaddr" (https://specs.openstack.org/openstack/nova-specs/specs/2023.2/), and;

- Corey Bryant and James Page gave us the green light to drop the specific -hpb machine types on qemu.

We can now drop the Noble -hpb type that was added a few days ago during the merge of qemu 8.1.3. Note that we are *not* dropping any other previous -hpb machine type because we don't want to break live migration scenarios.
