Enable Bounty only if a Building is owned

This is an expansion for the Bounty logic to award bounty only if the killing player owns a building in this list at the moment of the kill.
[General]
Bounty will be enabled only after a building of a type in this list is owned by the player. If the list is empty, bounty will always be enabled.
