Custom EMP sparkles

Ares reenables the TS EMP logic though units paralyzed by such a weapon always display the animation defined by EMPulseSparkles= tag.
This should be made to be customizable:
[TechnoType]
EMP.Sparkes=animation ;animation to diplay over unit when its hit by EMP

[Warhead]
EMP.Sparkles=animation ;sparkes displayed over the unit when a unit gets hit by a weapon with this warhead

Implemented as specified. Warhead sparkes override TechnoType sparkles override global sparkles. -AlexB

[TechnoType]EMP.Sparkles= (animation, defaults to [General]EMPulseSparkles)
The animation played over an object of this type disabled by EMP. Use "none" to disable the animation.

[Warhead]EMP.Sparkles= (animation)
If set, overrides the default animation to be played on the unit or structure under EMP. This only applies if the object does not already have an EMP animation.
