At this moment Tiny's OOo Report Designer:
* Is not really GPL software;
* As I have tested one, it is not of the best quality (bugs and serious limitations);
If it is not being released as a free software even after several other reporting engines is already available, so I conclude that this is just to be considered as temporary workaround, and it is definitely better to be recreated from ground.

I have done a bunch of work on this a few months back - quite a bit of the openerp report_openoffice is GPL as it takes from other GPL libraries. I got as far as successfully creating a for each entry after connecting to the database. After which it failed, but you are right the code is really awful.
