Fibre channel block storage support

Currently block storage can be attached to hosts via iSCSI. Adding support for block storage attaching to hosts via Fibre Channel SANs as well.

Need a good bit of detail added to the BP here, but based on conversations sounds like we're on the right track.

Added the implementation details to the spec on this blueprint. I also added a nova blueprint (https://blueprints.launchpad.net/nova/+spec/libvirt-fibre-channel) for the compute side changes to support FC.
