Fibre channel block storage support (nova changes)

Currently block storage can be attached to hosts via iSCSI. Adding support for block storage attaching to hosts via Fibre Channel SANs as well. This blueprint will be for the nova changes required to perform the attach/detach of the fibre channel storage to a KVM VM. The nova and cinder specification URL is http://wiki.openstack.org/Cinder/FibreChannelSupport
