later we no longer support building i386 images at all.

remove all support for creating metalinks

A previous commit disabled them unconditionally, this commit removes the
code to make them and some more tests.

Remove remaining overlooked references to xenial for ubuntu-touch

Only ubuntu-core is built for xenial, not ubuntu-touch. Ubuntu-touch is
also entirely obsolete, but we will deal with that separately.
