Tune the cache behavior a little better.
The expires module sets expire time as well as max-header, no need to specify
it any further.

proxies to refresh debs since they most likely won't change anyway.

Really set the cache timeout for debs to 2 weeks. There is no reason to be even more
agressive with caching debs since the UR for them is versionned.
