  * Revert "Drop Python2 support" (including restoring dbg package)
  * Revert "Bump debhelper compat level to 13" (restore override_dh_missing)
  * Merge Ubuntu changes (as per libxml2 2.9.10+dfsg-1ubuntu2 package):
    - Restore the old xml2-config behaviour to print the shared libs by default
      (xml2-config --libs --static still can be used for the private libs)
    - Remove xml2-config-fix.patch that disables display of static linking info
  * debian/control: Set debhelper-compat (= 11) BD
  * Due FTBFS seemingly from changes in Automake/Autoconf and related tools:
    - debian/patches/: Add fix-build-for-backport.patch to fix build
