* friends/utils/http.py: Fix some incompatibilities introduced because
  libsoup 2.46.0 made its gi bindings smarter in an incompatible way.
  + The length parameter is now calculated from the list, don't pass it
    explicitly.
  + The list needs to be bytes, not a string.
* Increase deps to ensure we have the new version.

Flickr: Fix oauth signing for a GET request.

According to [1] the base string for the OAuth signature must include all of the parameters, but oauthlib won't sign a GET request that includes a body. Instead pass the parameters as part of the URL.
