On high load we occasionally hit the default 60s timeout.

upgrade: allow LTS-to-LTS upgrades if available

With the previous logic LTS releases always got Prompt=normal, so
the LTS-to-LTS upgrade was never tested while an interim supported
release is still available.

Also: drop useless installation of distro-info and make more uniform
use of apt-get flags.
