Deploy zun-wsproxy as Zun container

The zun-wsproxy component was introduced to support container interactive mode and streaming [1] [2] [3] [4]. This component is currently run as a control plane service in systemd [5]. It is better to containerize this component and run it as a Zun container in 'service' tenant (give this container a floating IP and register its endpoint to keystone service catalog). This should reduce the overhead of installation and upgrade of Zun since less control plane service to manage.
