(hongbin-2018-09-16): It looks #1 (Zun usage will not be recorded in the project quota) is addressed by https://blueprints.launchpad.net/zun/+spec/quota-support . Another BP (https://blueprints.launchpad.net/zun/+spec/introduce-flavor) was created to address #2 (Zun and vm can use the flavor for resource creation). Let me know if you still need something to be improved.
