Introduce an API to show container engine info

Nova has APIs to list/show hypervisors information (i.e. nova hypervisor-show <hypervisor>). Zun could have similar APIs to do the equivalent for container engine (i.e. docker daemon). A use case is to list/show the resource usage of each compute node the docker daemon is running on (i.e. cpu/memory usage of the node).
