Rework Security Group APIs

Nova is reworking proxy API to neutron (i.e. add/remove security group). Zun would like to follow. Most likely, we will deprecate these two APIs:

* POST /containers/{container_ident}/add_securtiy_group
* POST /containers/{container_ident}/remove_securtiy_group

This BP suggested to remove these two APIs from API server. However, the equivalent functionality should be re-introduce in CLI.

(hongbin 2018-07-08): Status update: the security groups API was removed at server side. The work to re-introduce these APIs in client side is pending.
