Re-design the image API for multi-host senario

According to the team meeting at 2017-03-14 [1], we made the following decisions
* Have some of the image APIs(POST, GET, DELETE) and all restricted to admin
* Pull images (POST) should be possible for single host, all hosts or list of hosts separated by comma
* Have the 'host' field in image DB to store the hosts information
* The search API can be removed
