Consistent query parameters validation

Currently query parameters are not validated, and if they are validated that happens in some method.
For example if we want to validate name parameter in /v1/containers/rename?name=<newname>, then we need to validate newname explicitly. This blueprint proposes a uniform validation for query parameter.
