Introduce API to manage container networks
Right now, docker network is automatically created [1] if it is not existing in before. In long-term, we needs a network API to manage docker networks (create/
As the docker network is on each compute node, zun support multi compute node, so wrap the docker network api is meaningless for zun.
Per discussion on team meeting, change this BP's goal to implement the attach/detach network api for zun networks(neutron network).
