Limit the amount of disk of container
This BP proposes the following:
* Support to create a container with the amount of disk (similar as cpu/memory).
* In Docker driver, use the --storage-opt to limit the size of the hard disk: https:/
* In scheduler, add a filter to filter out hosts with insufficient disk for the container.
