Add metadata URL for container

Implement metadata endpoint for 'container' resource, such as:

  GET /containers/<ID_OR_NAME>/metadata
  PUT /containers/<ID_OR_NAME>/metadata
  DELETE /containers/<ID_OR_NAME>/metadata

The implementation should conform to the OpenStack API guideline: http://specs.openstack.org/openstack/api-wg/guidelines/metadata.html
