Add support for delete/enable/disable/force-down a service

Nova has API to delete/enable/disable/force-down a service. Zun needs these APIs as well.

$ nova help
   ...
    service-delete Delete the service.
    service-disable Disable the service.
    service-enable Enable the service.
    service-force-down Force service to down....

$ openstack help
  ...
  compute service delete Delete compute service(s)
  compute service list List compute services
  compute service set Set compute service properties
