Enable SRIOV NIC features

Currently PCI-SRIOV only enabled the SRIOV feature but schedule blindly schedule to any host can satisfy the PCI request without regard the nic features. That's to say, if a compute node can satisfy the PCI request, container will schedule to the compute node even it will not satisfy some nic offload features, such as 'gso, txvlan'.
we need to support that user specify the offload features in neutron port, and pci pass-through filter can scheduler to host can fully satisfy the reuqest.
