Usage of cliff library in python-zunclient.

Currently, Zun is not Using cliff library (https://docs.openstack.org/cliff/latest/) in python-zunclient which is making the process
unnecessarily complicated it is suggested to use cliff library so that it will be easy to maintain and to be updated with the other openstack projects.
