Bootstrap zUbuntu Dapper

Do a initial port of zUbuntu as an s390x distribution based on the existing dapper packages. Create a proper /lib and /lib32 setup for compiler, binutils and glibc since this is rather unusual for the Linux on zSeries world. Build those packages and all there dependencies by hand. Setup a private repository with those packages.
