Fix up the /debian/control Depends

In the debian/control file there are too many programs one should go though and look for ones that can be called ${shlibs:Depends}, ${misc:Depends}. also Someone should talk to motu or deb-mentors about this. set up nice flow charts and fix the file. also having one for ngix ect would be nice
