Initial build system and library setup
The basic setup should be present to access a build script (phing?), testing environment (PHPUnit) and libraries (Zend Framework, ZendX, jQuery?, Goatherd PHP Lib?).
It should include a working installer and database migration schema. Packaging (PHAR) would be nice to have.
Conceptual the focus should be the choice of libraries and features to require (proposing PHP 5.3.2+, SPL, ZF 1.10+).
ZF 2 would be nice, but is not yet ready. Doctrine 2 needs further testing but sounds promising.

ZF 2.0 Coding standards and proposal changes should be required for ZFing development.
New Coding standard should be adhered. Futhermore the only requirenment to run ZFing must be a basic PHP installation (as SPL is included now). With SQLite a default database is given, ORM can provide integrity checks as needed.
