Allow a PTM to be "remote" and communicate to a real PTM on a different host

Right now, the PTM object is local and handles namespaces/host setup locally. For multi-site, remote test, and container functionality, it will become necessary to run sites, hosts, and even tests remotely. By using technology such as zookeeper, a remote PTM object can communicate to each of the local PTM implementations on remote nodes, and the test can "use" a PTM remotely, even though the communication and status is being kept through zookeeper, etc.
