Support for headings, paragraphs, ordered and unordered in descriptions

The description field currently collapses all text into a single paragraph without white space. Add support for formatting, and a nice way (WYSIWYG editor, perhaps?) for entering the data. I'm requesting two cost estimates for this: 1. that just supports nice pre-formated plain text, and another with the more feature full editor.
