WSGI Pipeline

Support a configurable WSGI pipeline such that post-auth middleware can be used without writing a custom app.py
Ideally, we would build a generic (not openstack-specific) library for this, put it on pypi, and reference it. The lib could use stevedore. Alternatively, we could submit this lib to Oslo. See also:
