Basic filter support for subscription

When user create a subscription for a queue, all the messages posted to the queue will be forwarded to the subscribers. That's not necessary for all the cases. So the proposal is aiming to add a basic filter for subscription when there is a new message posted, checking if there is a particular attribute or key-pair in the message to decide if the message will be posted to the subscriber.
