Provide an option to ignore project ID

The idea is used to be called "single tenant deployment", and it's currently fully supported by our storage backends (with project_id=None). However, the transport layer does not regard it as an feature, ignores project ID if it's not provided, and put all the responsibility to auth layer. Maybe we should provide an configuration option to explicitly turn on or off this "feature".
